What is Akshara Day? Something to do with reading? Is the 5 rupee stamp showing the man reading part of the cachet?

hi !

Akshara day - means alphabet day.
The topic of this cover is literacy.
The image image shows the first letter of the alphabet
in English, Hindi and Kannada.
It is the picture of the stamp and not the actual 5 rupee stamp.
The man on the image is Mahatma Gandhi - the father of our nation.
