It appears to be a Pitney Bowes DB1 ? (Hard to tell from the small scan) Catalog value $10 ? They don't list them in multiples / Strips and the 10000 Meters are the low value.

You might want to hang on to it as it appears to be a complete loose tape (Perforated edges), I'll do some more digging later tonight when I can get in front of my reference material.
