Hi to all
I know that Pre Cancels are fairly common, but how common are they with the cancel reversed?

Not reversed, but inverted (upside down). Most are very common.

Some people collect them as a variety alongside the correct version of the precancel, which makes for an visually interesting collection. Here's an example from my collection:
