UK Barcode Stamp? Unknown

I just recently received mail from the UK and found this odd stamp affixed to the envelope. It has no markings, design, or lettering and looks like a barcode. Its not attached to any of the other stamps. It also has matching perfs to the rest. I don't think it would be a test stamp as test stamps are suppose to be void for mail. What is this thing?

Center label from 2003 Machin Prestige booklet 'Microcosmos' or Inner Space. It shows (I believe) DNA sequencing.
