Could This Be The Lowest Value Meter For Presort Mail?

A piece of "junk mail" received today in a #10 envelope had this postage meter imprint affixed. I think it's the lowest rate I've seen in recent memory. Could this be the lowest rate possible for Presorted Standard service in 2012? Or does anyone have an example of a lower rate?

If I'm reading the pricelist at the below link correctly, $0.142 is the lowest rate for standard mail commercial letters weighing 3.3 oz or less; however, a footnote in the chart indicates the mailer can "subtract $0.001 for each letter that complies with the full-service Intelligent Mail option requirements."

I don't know what the Intelligent Mail option requirements are but it seems to imply that one could see a rate of $0.141 on a commercial standard mail letter.

Thanks. For 1/10th of a cent difference, it certainly ranks up there with at least one of the lowest rates in use in 2012.

Just to think that's almost a 31 cent reduction in the first class mail rate. One can just imagine how much the USPS is losing money by honoring such "discounts". I know the theory that if these discounts weren't offered, sizable reductions in mail volume would result. However, most people have a hard time understanding how the USPS can deliver a first class letter nationwide for only 45 cents; never mind a reduced rate commercial mailing such as this for right around 30% of that cost.
