1909 Lincoln Stamp - Was There An Availability Problem?

US Stamp #367, a very popular stamp back in its day:



I was recently reading some of the 100+ year old publications on "Google Books" and came across this editorial of sorts that appeared in a 1909 Edition of "The Bookman". It made me wonder if there was a larger story involved about the availability of this stamp when it first hit the market or if it was just an isolated incident.



Obviously, it goes back 103 years so maybe the story has been lost to time, but I found it an interesting item.

Has anyone ever heard about this before? I came up empty trying to find further information about it on the internet.

This is the first I have heard of this. Records show that 148,387,191 of the Scott 367 were issued and plates 4976, 4977, 4978 and 4979 were certified Jan 22, 1909 and put to press Jan 23. Plate 4981, 4982, 4983 and 4984 were certified Feb 25 and put to press of Feb 26. These dates would indicate that the production should have been adequate for Feb 12 sales release.
