Two Covers/Same Content For USA Philatelic 2012 Quarter 2

Why does the USPS waste money like this? The USA Philatelic catalog has come to me in two different front cover formats, however, a quick persual of the inside pages suggests that everything is EXACTLY the same (errors in issue dates and all):



If they were going to issue a revised copy of USA Philatelic with the corrected content, I could see it. Likewise, if they were going to go with two different front covers, you would think they would at least number them differently, but they didn't.

It seems that either somebody has too much time on their hands that they had to redesign these covers or else the USPS wants to intentionally over-spend their budget on USA Philatelic printing in order to show how big of a financial deficit they continue to report to the news media and the general public.
