Looking at Michel specialized catalogue for Germany, volume 2. Berlin H-Bl 3 & 4. (booklet panes). There is a 3a, 3b, and 4a, 4b.

Defined as:

a - durchgezähnt
b - nicht durchgezähnt

If I translated this correctly, it means 'through-perforated' and 'not through-perforated'.

What exactly is this referring to? I have yet to find any useful diagrams to explain these descriptions.

For the first word, copying from you, in Google translate, I get

HNT completely serrated

and when you mouse over HNT you get corner protector.

There were some stamps I saw somewhere (?) that had no perforations at the corners I believe. Maybe this is closer to what they mean?

Your rough translation is correct. In German booklets, it refers to whether the horizontal perforations pass through the margin (durchgezähnt) or not (nicht durchgezähnt).

For example...

DSWA Mi H-Blatt 13 A (durchgezähnt)

DSWA Mi H-Blatt 13 B (nicht durchgezähnt)
