This arrived in today's mail. I am not sure what the postmark is commemorating, but a shadow of a girl appears to be ringing the bell!

I hope that piece of mail didn't just come "today", as that's postmarked more than 20 days ago. Anyway, the slogan postmark is one of four that was used for Mother's Day 2012. It would be the lower right slogan as shown on these four examples (so actually your example shows the mother ringing the Liberty Bell!):
