Dumb Cancel - Austria? Yugoslavia?

Postcard from Yugoslavia (picture is Dubrovnic, though that is no guarantee of where it was posted) to Graz in Austria. Dumb cancel handstamp.



Dumb cancels in Yugoslavia are very scarce, and tend to be grotty improvisations like this one:



So is the professionally produced handstamp actually Yugoslav, or was it added on arrival in Austria, having missed the cancelation process in Yugoslavia?

Any Austrian or Yugoslav collector seen it before?

I'd guess it's an Austrian dumb cancel for use on uncancelled stamps (so it doesn't state a date or location).

Back in 2008 I was searching for the "W1" cancel,
it had stumped all the people on our newsgroup,
