I am looking for a little background on this cover. How were these envelopes used from HMSO? Official or maybe official office to anyone?

Not a rare item I would surmise, but would like to explain the cover to someone when showing it.

The perfin on that cover might give an indication too? Can you read the perfin?

many government offices were given authority to use official status on their mail. Books published by the goverment, for example, was alotted the title His / Her Majesty's printers and were entitled to legally use official stationery.

Your cover may very well be an example of that kind of usage??

Thanks for the reply. Near as I can discern on the perfin; HM8O, with
a questionable on the "8."
On the below image I placed the lettering in blue.

Thank you for the explanation. Now I wonder who HM80 was?

I think the perfins are HMSO as in His Majesty's Stationery Office.

Yep, I think your right. That is not an 8 but a S. These old eyes see
the slant now.

Never gave perfins much thought until now, very interesting. I should look through my dups and
see what else I have just for fun, or maybe start a perfin collection.

The good thing about collection Perfins W9
is that you have the opportunity to collect stamps without gum
and a rip, tear, pulled perf, makes no never mind.

The catalogues are expensive however.
