I have a Boy Scout Canal Zone Stamp. Why were there special stamps for the canal zone?

The Canal Zone was a US control territory so they issued stamps first with over prints then canal zone stamps.

I might add that the Canal Zone operated as an independent government agency under the direct supervision of the president of the US and this was delegated to the Secretary of the Army.
