Is this one firstly canceled by a pen, and later one more time... or this stamp has some other kind of story... which I am unable to catch up?

That's really odd. I have no idea why it would be like that unless it was used to pay some sort of tax and was an "illegal usage", but then why the cancellation? If it was used for postage then why the signature (assuming that's what it is)?

The stamp while on cover could have passed through multiple post offices where it could have received another cancellation. Without the cover it would be hard to tell why. I usually see this on forwarded covers where there's a second postmark on front.

Battlestamps said exactly what I was going to say. That is exaclty what happened. It was on forwarded or returned mail.

I too have seen this on forwarded covers. Many of the small post offices did not have canceling devices and IMO, many of these double cancels were done when the letter arrived at a larger post office in the interest of revenue protection.

The stamp is also a Type IV, Scott #26A in case you didn't know.

Sometimes you find something like this. This cover appears to be nothing more than an ordinary letter paid with three 1c '57's. There are no unusual markings on the cover and the addressee, Newton Bateman, should have been easy to find. The cover went to Jacksonville, Illinois. So, it appears both the pen cancel and the Tonica CDS were applied at the Tonica post office for whatever reason.
