I believe it reads:

Postal Service, NE
PM
Aug 27
1975

Why not a town name? I know there is no town in Nebraska called Postal Service.

There are a few "indecipherable" letters before "POSTAL SERVICE". Unfortunately the last couple of digits of the zip code are also indecipherable.

OK, I guess it could be "U.S. POSTAL SERVICE". I found a few postmarks like that, but from an earlier era on US government mail. But I don't know if that is related.

For Ohio these were Pitney Bowles and were used in Bowling Green, Cuyahuga Falls, Hamilton and Cincinnati.

Your cancel is Cincinnati (453)

The 3 digits following NE represent a district sorting center, "680". Included in 680 is Boys' Town:
