You can't always tell but your example would still be booklet pane for flat plate. On the flat plate sheet this type of example could only be pos 71,81,91UR. The margin between the top and bottom panes is 2.5mm with the guide line at 1.25mm so it could not be sheet.
As I said, you can't always tell. The margin on the bottom is less than 1.1mm which is normally about where the top of the centerline would be. I suspect that since the very end of the vertical centerline is very clear that it is booklet. Quite often there is a small ink trace where the two centerlines cross which is the basis of my belief that it is booklet. But beyond that I could not offer a definitive conclusion.
