Older Official Envelopes: Not In Scott?

Here are some older envelopes I cannot find in my Scott catalog- has anybody seen these before?

I have not seen those particular examples before -- and they are certainly collectible -- however, I do point out a statement at the beginning of the "Official Envelopes & Wrappers" section of the Scott Specialized Catalog of US Stamps that states, in part:


Quote:
"Department envelopes became obsolete July 5, 1884. After that, government offices began to use franked envelopes of varied design. These indicate no denomination and lie beyond the scope of this Catalogue."


I can only assume from that statement that the Scott publishers decided only to include in their catalog only those envelope examples that contain a denomination (which your examples do not).

I'm sure there's a specialized catalog, probably from the US Postal Stationery Society, that has detailed listings about them, but you won't find them in the Scott Catalog.

These are attractive pentalty envelopes. Official usage, but not official stamped envelopes.

They are official Government department envelopes that do not require franking. The marking in the upper right corner looks to be a "Penalty for private use" Stamp as it served as a reminder that only official business received the free franking privilege. Since there is no franking on the cover, it will not be in Scott's.

Sorry. No catalog. Everyone wants one. The research effort required to pull it off is huge.
