Both have 11x10 perfs.
A 539 Type II would have;
1. The top line of the toga complete
2. The rope shading lines strong and complete
3. The bottom two locks of hair by the ear extend to or nearly to the vertical lock of hair just to the right.
A 540 Type III would have;
1. Two lines of shading at the end of the left ribbon
2. Two lines of shading in the last fold of the right ribbon
3. The bottom two locks of hair by the ear extend beyond the vertical lock of hair just to the right of them.
4. The top right laurel berry forms a "v".
Since I know these stamps must both be 540's. In my mind it means that the 1st three characteristics of a Type II and the #3 of the Type III that are listed are not very reliable.
