Cleveland, OH Precancel On Non Profit Org Stamp

This stamp was included in a lot of precancels currently for sale on ebay. I've never seen a precancel on this issue before. Is this legitimate or perhaps a "favor precancel"? Seems kind of redundant to use a precancel on a Non Profit Org. Stamp, especially from a large city such as Cleveland.

Look at the shape of the letters and the spacing
between letters and lines. I think it`s a fake.

My vote: not a fake, this is probably a PSS-841.
The fact that it is on an odd denomination does not indicate it to be more likely fake.
When a walk-in precancel maker invades a postoffice they often make impressions on everything for sale at the time [and sometimes old stamps 'imported']. The fact that precancelling made no postal sense is immaterial. They are basically souveniers [but collectable].
