Scott Catalog makes no mention of this being in booklet form. Is there any other reason this stamp has a straight edge? It is not my only one with a straight edge.

No booklets on these. Simply a stamp from the edge of the sheet.

Scott's gives you a clue by listing plate blocks of 20 stamps; not sure if that indicates a "floating" plate number, but in any case, panes without conventional selvage.

Correct. A floating plate number, too.

In this issue, you could have a straight edge in any position. In fact, in the corners, a straight edge in two positions is also possible. To give you an idea, here's an internet image of what a pane of 100 of the stamps would have looked like (note in this example the plate number is in the center of the single selvage):
