These match match the L-2 HS type for Essex Junction, Vt. except for the (Vt.) Cat. listing doesn't have any foot notes for it. Are they a variety of L-2 HS?

Good catch! the T&T Catalog picture is mis-leading because it does not show the period after state.
I will forward a report to the powers that be.

The state editor emailed back saying the picture will be changed in the next edition [8th] - thanks!
