Well first off, it's not a pre-cancel. The straight edge on the top is from the sheet being cut as they come from sheets of 400 and then cut into sheets of 100. The Green line on the top of the Stamp is called the Cut / guide line. As far as value, minimal I'm afraid. Scott 552 or 597, or 632.
