This example of US E8 definitely has an issue with extra inking or ?? The left 10 is noticeably ragged. Anything I am missing?

It appears to me to be a case of overinking, not only on the numeral "10" but if you look closely there is a smear in the open part of the letter "A" in "SPECIAL" is filled in (also likely due to overinking) as well as a smear in the letter "V" in "DELIVERY". Similarly the lines above the word "AMERICA" also show evidence of similar overinking.

Thanks WT1. I noticed blotches and knicks on letters all throughout. It certainly made for a more unique stamp, though.
