Would anybody know the year/origin of the stamps on this cover? I think it may be from Russia or USSR? On the bottom there is a label for "Petrograd" which I think became the name for St. Petersburg post 1920s.

They certainly look Russian, but I can't find any of the inscriptions in my stamp finder.
They do look like semi postals, with the second denomination at the bottom. Perhaps charity stamps?

Hi,

This cover has a Russian set of war charity stamps from 1914.

As you say St Petersburg was renamed "Petrograd" but this happened in 1914.

The stamps and cover also have a Petrograd postmark. The date's not clear to me but it may be 30th May 1915 (in the old Julian calendar).

Have you checked if there's a British arrival mark on the back of the cover?

Thank you James and Nigel for that information.

Nigel, there are two cancellations on the back but they have faded and are hard to read. One is rectangular and the other a circle. In addition, a portion of the red circular thing seen on the right-side of the cover is present on the back.

My father used to collect stamps and coins in the 70s and 80s and has this in his collection.

Nigel has correctly pointed out the franking of this cover with the War Charity Issue of 1914, Scott B5-8 (there was a 1915 re-issue of the same set on white, not colored, paper).

The total franking on the cover is 31k (the franking value of each semi-postal is denoted at the top corners of the stamp - one additional kopeck for each stamp was taken as charity). Maybe this is a minor overfranking for the 30k double-weight letter charge, i.e 10k for letter + 10k for registration + 10k for second weight charge.

A (red circular) wax seal of the Petrograd censor has been used to re-seal the cover after inspection (the Russian words for "Military Censor" can be partly seen at the front of the cover). In all probability the rectangular handstamp on the back is that of the Petrograd censors as well. It is not unusual on items of the period to find several types of censor marks, including wax seals and resealing labels.
