I know I can get back issues of the postal bulletin, but is there someplace to go and get back issues of USA Philatelic? I'd love to be able to download everything they have, just to keep as a reference.

Sorry, there's no such website that I am aware of. You can, of course, download your own copies of the current USA Philatelic and start your collection from there. I started doing it awhile ago and have them as far back as Quarter 1 of 2011.

I think the idea in the eyes of the USPS is that since the purpose of USA Philatelic is to provide a catalog of ordering information, they don't want older editions to be available on-line as it will confuse the shopping public about what is/is not currently available for sale from Stamp Fulfillment Services.

However, if you want to read some of the stores that go back a few issues ago, there is this link that shows the catalog volume covers and some of the articles that were included:

Yeah, I know. But they're great for getting stamp descriptions for album pages.

If you're missing any issues from Quarter 1 of 2011 forward, let me know and I'll be glad to e-mail you a pdf file for any issue from that period forward. (Just be forewarned the files are quite large.)
