Why Scott catalog did not include price of the stamp on the ribbed paper?

Scott's Specialized Catalogue of U.S. Stamps and Covers lists prices for used and unused on vertical ribbed paper -- in 2011 they were $3,150 and $250.

Thanks for the answer, but why this stamp is cheap compared to the character Scott 164 number?
Is there a price stamp on horizontal ribbed paper?

I don't know but imagine that the price differential has to do with scarcity. As to your second question, the catalog doesn't list horizontal ribbed paper for the Scott 163.

The Scott 164 is unique. Continental used ribbed paper for a small amount of production only. The regular postage stamps are only known on vertically ribbed. The official departmental are known on horizontally ribbed paper.

Yes, they are different frame designs (Post Office was totally different design). The official departmental were for government use and were engraved with the deparment name (Treasury, War, Navy, Post Office, Executive and so forth).
