How common is it for the pre cancel to be upside down?

Relatively common, in general, although a specific stamp may be rare as an invert. Unlikely, however. Some collectors consider inverted copies to be worth less than normal copies.

I always loved precancels on the 6c orange, 9c pink, and 10c yellow -- they are soooo easy to read and photocopy.
