What about the color? It looks like a light greenish yellow. It doesn't look like amber or manila. And does anyone know anything about the cancel?

Paper color is amber which was more yellow for the circular dies. The green of the stamp imprint is affected by the paper color and by the thickness of the ink as well as variations in mixing the ink.

The 'cancel' is a government issue precancel.
