This appears to be from Cold Spring High School, Cold Spring, Ky . Is anyone familiar with it?

Then why aren't they hyphenated, or separated with a forward slash? They are adjacent, but separate communities.

And the cancellation is not listed as a precancel. Why?

If it was a precancel it would be designed to
fit on a regular stamp.
Probably a box/parcel cancel.
