Scott # for this one is 1890 and it is a Tagged stamp. The film looks to me like it is probably the Taggant. If you have a UV light you could check it. A black light may also work on this one since the taggant seems so heavy. On the otherhand, perhaps the taggant is so visible because the stamp was soaked in too hot of water at some point in time or something else may have caused the taggant to become more visible. This is all just my opinion though.
The taggant is mixed in a clear lacquer and when it is applied thick enough you can easily see it in room light without a tagging light, which is what haapened on your stamp.
