Today, the answer is "Yes." All new stamps issued in recent years have a small date on them that identifies the year of issue. This would be true for "reprinted" stamps as well.
The "reprinted" stamps that may have been issued several years ago do not have the date on them, but they are easily identified from the originals due to the color, the printing process, the paper, the denomination, etc.
Take, for example, the recently reprinted Lady Bird Johnson Souvenir Sheet which included reprints of the Beautify America stamps from the 1960s:
