Would this be known as a accidental double precancel or was this particular precancels meant to be double printed.Any other inputs and feed backs will be appreciated.Thanks.

In this case, not a double impression, simply a precancel type that was exclusively used on coil stamps.

It is a Philadelphia, PA Precancel PSS Type 163. Certainly collectible, but not valuable, as they were very common back in the day.

Boxed roller cancel sometimes used for precancel of stamps and sometimes for cancelling stamps on parcels.

I disagree jobi. This is not a box roller. It is produced by specialized machines that were designed to precancel coils of stamps. They are all listed in the PSS catalogs as 100-series types or local CM types. Almost all are common.
