This stamp is a Type 1 Washington with a slightly blurry appearance in the values and letters at top and bottom. Is this considered a double impression? Or am I just seeing things?

If you can't see clear doubling on the frame lines (which I can't), it is not a double impression. Under-inking makes things look fuzzy, a possibility here.

It looks like a dry print to me. The paper was not quite damp enough to accept the ink properly, resulting in a loss of ink at the top and bottom.

look around the letters a little closer. I missed that the first time around. That may be some type of re-entry error or double transfer? What do you think?

I don't see any doubling either. It looks like the printing wasn't very clean.

This is just an awful printing of a Plate 4 stamp, almost guaranteed to be an 1855 printing.
