  I got the first part of International committee Red Cross (Rotes Kreuz) but am lost after that. Also, on the back I'm assuming that's the sender ?

It appears to be an odd mix of German and French. There are several words that are close to German, but not quite right.
But anyway, it appears to be addressed to the ICRC's POW division at the Consular General's in Geneva. |

"Internationales Komiter [should be "Komitee"]... Roten Kreuz Zentralle für Kriegsgefangene Genf / Scveiz [should be: "Schweiz"] Palais der konsul général."
PostmasterGS is right, it is German but with some spelling mistakes. Probably because the writer was Hungarian, from Pécs. Except for the spelling of "général" I do not see any French.
It says, roughly: International Committee of the Red Cross, Head office for Prisoners of War, Geneva, Switzerland Consul General's Palace |

It has a nice hungarian censor label (`Opened in accordance with decree ??? paragraph 132 from year 1938`). The censor`s cancel is only partially readable, `Ellenőrizve`= checked. , but can`t find out what authority (office) checked the letter (M. Kir. ....- Hungarian Royal....). |

(Hungarian Royal...), it`s PEKIR (Postai Ellenőrző Központi Iroda= Central Office for Mail Control of the Post... or something like this)... The law that regulates that `custom` is from 1939.... |
