Shouldn't it be an International rate?
(and would the amount vary based on whether it was an African or European swallow?)

This is the USPS new Saturday delivery method. European swallows will be used to deliver standard first class mail, whereas African swallows will be used for International mail. Missing from this picture is the new proposed stamp for media mail. I've attached a picture for your viewing pleasure!

Rileysan, I believe you may be confused. Surely that is the proposed design for mail between Canada & US.

Here is a souvenir sheet from Dominica of the Monty Python Holy Grail movie.



Also Great Britain has a Monty Python stamp in 2011 called Spamalot from their Musicals issue of stamps.

That film is only 38 years old. I'm sure some of us have clothes older than that (stamps older is a given). :-)
