I saw this on ebay described a 'W' Precancel. I assume the seller is wrong in his description and this is just a Norman pen cancel but I thought I'd run it by you guys first.

I came across a report in a rather old journal that said postmasters would sit around during their slow periods and precancel stamps to save time when a stamp was sold and used later. No solid evidence, just anecdotal.
