What did the Post Office try to outlaw in the 1800's because there were too many and put a large burden on the Post Office?

Nice guess DJD but this is not the correct answer. A hint would be that the addition of these added to the system and resulted in a drastic increase in mail.

nr-notrare, I can not remember the dates but didn't this come about
because a bank was shipped the the mail piece by piece?

I vaguely remember the story, but I know it did put weight restrictions on a package. About broke the backs of postal workers
loading it up.

While the post office did change some things about parcel post delivery this is not the answer. If you were lucky to be watching the History Channel earlier today you would know the answer.

Another hint is that these are sent out once a year by many people.
