Not sure who the commonwealth refers to or who is in the picture on th right. I'm thinking King George but an American stamp with King George seems a little unusual.

Government of the Philippines was granted Commonwealth status while under USA Administration!. Portrait is Jose Rizal a national hero in the their country. He would be executed as an instigator of the Philippine Revolution by the Spanish authorities, even though advocate for reform, he was wrongly accused!

The Commonwealth was the government of the Philippines from 1935 to Independence in 1946, but in exile during the Japanesse occupation from 1942-45!
