Can anyone comment on this card? What is it about? Is it about the German cruiser in China? Are the chops rare? What is its value? Thank.

The postmark appears to be 1904. The Kwangsi revolt was under way in China between 1902 and 1905. The German cruiser may have been in China to protect German commercial interests and German nationals in the country. Siemens was one German company operating in China at that time. Can't read the German, your scan is too low resolution.
