I doubt the Postal Regulatory Commission will approve a 3 cent price hike for the 1oz first class rate as this is typically raised in line with inflation (approx. 2%, equivalent to 1 rather than 3 cents). We shall see though! There are deeper underlying issues USPS needs to tackle than to raise postage rates - it's like having a hole in a bucket and rather than plugging that hole they increase the water flow...
