In the Armstrong book this issue is referenced as "an error in reentering three positions on a 2 cent plate, with a 5 cent transfer roll", thus a foreign transfer.

In "Encyclopedia of Plate Varieties on U.S. Bureau-Printed Postage Stamps by Loran C. French (Cloudy), page 84, "Foreign Transfer, 5 cent over 2 cent".

So what you said is correct, they are incorrectly printed with the correct color. Thus foreign transfer!

Wonderful write up. Thanks so much. Being new to this forum and new to this Hobby with thanks to my Grandfather, I find that I am in possession of 3 of these stamps. One in the middle of a block of nine and a strip of verticle 4 with the 5c in position 74 & 84. I also have a block of 6 with the block number in the top center margin.

Thank you for reviewing the history - I love the error too. Thanks also for the breakdown of they estimated surviving copies. I keep looking for the "needle in the haystack" but no luck yet. But that's the fun!
