Natural Paper Crease

Hi all,

Below image is Scott E14, has a slight vertical cease in it. Does it appear to be a natural crease or something that happened after printing? Also, the bottom perf appears to have been trimmed with a knife or scissors, is that the proper way to remove it from the sheet?
