#721 1932 Washington 3c Oddity

I have 2 1932 3 cent Washington with vertical perfs (#721) However, one of them contains blank areas to the left and right of the 3's inside the ovals. I cant seem to find any Scott number or recorded variation for this. Has anyone any idea if this is a different year or Scott number?

The paper was not quite moist enough when the stamp was printed, so some of the ink did not stick. Usually called a "dry print".
