Hi,

Is there any expert who knows how to distinguish these two stamps LO1 and LO3?

Educational information with pictures will be appreciated.

The LO3 is a reprint, Scott's lists the difference being "The design of the reprints is not as distinct as the original design and appears a bit muddy in the lathework above the vignette"

Sorry can't help with the most important info....pictures :)
