From that tiny scan it will be difficult. What are the perforation measurements ?

Can you crop out that Harding stamp and scan it at a higher resolution perhaps around 600dpi and up?

As for as I know there is only four versions of this stamp. Only one is rare. It is, of course, the rotary sheet wast version #613. The 613 is a perf 11 with rotory press image dimensions. The more common #612 is also rotary press but perf 10.
The #611 is flat plate imperf (easy enough) and the other flat plate and the most common in the group is perf 11 #610.

So the only confusion would be with the perf 11's being either flat plate or rotary. Rotary being quite rare and flat being most common. Measuring the stamp design and knowing the difference in appearance between a flat plate printed image and rotary.
In my opinion there are many many many more difficult stamps to identify.
