ikeyPikey have you ever saw one of those tokens? I suspect most stamp dealers wouldn't even know what I was talking about if I ask for one.
Unless they was a Stamp and Coin Shop which I suppose moost are now that I think of it.

Scott #803 were printed in sheets of 400 and divided into 4 panes of 100.

ILS what year do you suppose these were produced in and when were they used? When did they cease using them? I know that's a lot of questions.
And these are 10 cents not 1/2 or fraction of a penny or cents.

Wiki explains the history and use of tax tokens like this:

In addition to the fractional cent tokens used elsewhere, a closely related system of state-issued paper sales tax stamps and punch cards was used in the state of Ohio.

Sales tax tokens were generally regarded as a nuisance by consumers and were replaced in fairly short order by the bracket system of sales tax collection, which averaged out the tax on small sales. By the end of the 1930s token use was eliminated in most of the issuing states, with sales tax tokens lingering in Missouri until late in the 1940s.

Michigan as well as most states I suppose still use Tax Stamps on Titles for Real Estate transactions.

Yes...smauggie & Lebbert are right, Nathan Hale was the first Regular Issue. It is of the Fourth Bureau Issues. Don't know why, but this is one of my favorite stamps in my collection.

This is also one of my favorite U.S. stamps too because it was both printed by flat plate (# 551) and by rotary press (# 653). I have both of these in full sheets for comparison of the two different printing methods since they are both very affordable because of their low denomination (1/2 cent) stamps in them when compared to other sheets from the same set whose higher denomination stamps makes the sheets more expensive and harder to get.

Sales Tax Tokens from Washington, Colorado, Utah.

The hash marks are a millimeter scale.

I have extras of the Washington tokens, free for the asking.

If they needed a single 1 1/2 cent stamp and paid with 2 cents, they'd get a half cent stamp back in "change".

TheArtfulHinger I think the next time I make out an Invoice on ebay. Instead of charging $19.99. I'm going to bill for $19.991/2 cents and see the reaction I get. I can guarantee you it is going to get some reaction. 1/2 cents is not used in the U.S. at any time for anything.
