The paper looks wove to me. The easiest way to tell laid paper is to look at the back of the stamp in watermark fluid. Laid paper is made by laying paper fiber over a wire grid. This leaves visible lines in the paper (either horizontal or vertical) which should pop out in watermark fluid.
In some stamps the laid paper is quite obvious just by looking at the back of the stamp like these from Canada.
