The lighter blue could result from too much oil being used in the ink formula, or too much ink being wiped from the plate before it was applied to the paper. It's hard to tell from the images what might have happened to your stamp.

Top stamp is most likely just a wet print. Remember the paper is moist when it goes to press so the paper will have an effect on the ink.

Would a dry print be the paper then? Not having as much moisture? Or does it speak to the amount of ink?
