It looks like it is missing a piece of ornamentation by the UR numeral 10. Or is it a re-entry?

Probably a short transfer. Almost certainly genuine.

Here's a short transfer on a US Scott #10 (plate position 38L1i). When the design was transferred to the plate, the transfer roller wasn't rocked far enough at top, leaving part of the design missing. After the transfer, the frame lines were etched into the plate by hand:

I had never noticed lines on the tiny triangles of #10 nor 11. I am referring to the double lines on outer left and right edges (but not the top) of the UR triangle. Are these lines normal? They don't appear to be double transfers.

Yes, these lines are normal. These fine lines wore quickly on the plate though, and may be hard to distinguish on worn-plate specimens, or over-inked stamps.

Here's the detail of the lines in the upper right triangle of an early #11 printing. This is also recutting variety #27 where the top label block and the upper right diamond block are joined inadvertently by recutting:
