Need Help With Tagging Question

The following Stamps in the transportation coils were tagged:

US Scott No. 1900 (Non-Profit Org.)
US Scott No. 1901 (Non-Profit Org.)
US Scott No. 1903 (Bulk Rate)
US Scott No. 1904 (Bulk Rate)
US Scott No. 1905 (Bulk Rate)

The following Stamps in the transportation coils were not tagged:

US Scott No. 2255 (Non-Profit Org.)
US Scott No. 2256 (Non-Profit Org.)
US Scott No. 2259 (Bulk Rate)
US Scott No. 2261 (Bulk Rate)

Does anyone know why the USPS stopped Tagging these "Non Profit" and "Bulk Rate" Stamps?

Tagging is not required on bulk mail, because it is processed differently. But USPS didn't do it to save production costs.

They stopped tagging those types of service stamps to keep people from removing them from junk mail and re-using them. I actually received letters from some who did that. I know they were taken off junk mail because the stamps were off-cut (in the style of auto-affixers that were not lined up properly with the perforations) and they were clearly re-glued on, and they did not have the proper pre-cancel inscription on the mail indicating valid use of pre-canceled stamps.

USPS also quit tagging stamps less than the current postcard rate to keep people from using a single lower denomination stamp on first class mail.

I think all of the issues in the 2nd group you mention were considered precanceled. The stamps in the first group were not, although there were untagged precanceled versions of most of them.

You are right JL, there are other issues cancelled in one group and not the other. I just left them out because of how much more complex the post would have been. I hoped the same principal would apply to all.

The 1900, 1901 etc. with tagging and without precancels were released strictly for collectors. The 1900a, 1901a etc. with precancels without tagging were released for use by the appropriate non-profits and bulk mailers.
