Souvenir Photo Folder Rates

Honest, all, I think I've done my best ...

Q/ How are souvenir photo folders rated?

- it is not rated as a letter, as the 1/2c rates ended in 1885;

- it is not rated as a postcard, as there never was a 1-1/2c rate (that I could find);

- it is not rated as a periodical, as it is not, well, a periodical;

- it is not rated as BPM (Bound Printed Matter), as that required an imprint;

- it is rated ... ???

That is why it is "without message".

Curious, I took a pass thru:

A History of Mail Classification and its Underlying Policies and Purposes (111p 19950717)

I've seen 3rd class mail zip-sorted, route-sorted ... even bound in house-by-house delivery order ... so it never even occurred to me that 3rd class was available to individual pieces. However, I now understand - from Prof Kielbowicz paper - that these are all services performed by the mailer to achieve discounts from base rates.
